About LASP
Legal Aid of Southeastern Pennsylvania (LASP)’s mission is to provide quality civil legal representation to low-income and vulnerable people in Bucks, Chester, Delaware, and Montgomery Counties and to empower them to solve problems without legal representation through legal education and increased access to the courts, and to change community practices and systems that cause or aggravate poverty. LASP is the only full-service civil legal aid provider serving the 4 counties of suburban Philadelphia.
Suburban southeast Pennsylvania includes a diverse population facing challenges such as poverty, domestic abuse, housing loss, and barriers to obtaining benefits for which an individual is eligible. LASP operates eight offices and five regional programs, covering a spectrum from Helpline intake to specialized projects like the Veterans Advocacy Project, Community Engagement Unit, Domestic Violence, and Regional Housing. Annually, LASP impacts thousands of adults and children, with a majority of clients being women and persons of color. LASP is recognized for its strong staff commitment, robust community involvement, and respected legal advocacy.
In late 2024, LASP completed a Needs Assessment linked to here: Legal Aid of Southeastern Pennsylvania completes comprehensive Legal Needs Assessment. It is expected that those submitting proposals will have reviewed the content of the Needs Assessment and incorporate its observations, data, findings, and recommendations when completing the strategic plan.
Purpose and Scope of Strategic Planning Project
LASP seeks a consultant to facilitate a long-term, Board- and staff-owned strategic plan informed by a recent needs assessment. The resulting plan must address:
Infrastructure alignments that enhance service delivery and client outcomes;
Persistent barriers identified in the Needs Assessment (funding, client access, technology, communication).
Operational approaches that can improve the LASP work environment and better align LASP staffing with the communities it serves.
Innovative solutions for community engagement and service accessibility.
Expansion of high-impact legal work in housing, family law, public benefits, consumer law, employment law, and other areas impacting client communities.
Consistent delivery of core services across all counties, with targeted expansion into underserved high-vulnerability areas.
Clear, measurable outcomes and key performance indicators (KPIs) to evaluate success over the long-term.
Enhanced outreach and awareness strategies for LASP’s full portfolio of services, with attention to underserved communities, including communities of color, non-English speakers, individuals with disabilities and the working poor.
Strategic resource development to maximize funding, staff capacity, and pro bono partnerships.
Addressing community perceptions and expanding educational opportunities for both clients and allied organizations.
Reducing client barriers: transportation, legal system navigation, Helpline improvement, technology access.
Expected Outcomes and Deliverables
Assessment & Stakeholder Engagement
Develop and implement a comprehensive process to gather input through interviews, surveys, and focus groups with LASP clients, staff, leadership, board members, partner agencies, and community stakeholders. Ensure inclusive representation from non-English speaking populations, high social vulnerability areas, and underserved communities. Provide guidance and tools for LASP staff to maintain ongoing stakeholder engagement independently.
Analyze evolving demographic and service trends to prioritize needs in family, housing, benefits law, and other high-impact areas. Deliver a framework and tools enabling LASP to regularly update and apply these priorities in future assessments.
Infrastructure Review
Conduct an evaluation of LASP’s administrative staffing, program space, finance/accounting, compliance, technology, resources, and communications infrastructure. Recommend actionable improvements while establishing procedures that empower LASP to independently monitor and enhance these functions over time.
Identify and propose strategies to overcome barriers to access—particularly for non-English speakers, working poor, and persons with disabilities—incorporating LASP-led mechanisms for ongoing barrier identification and resolution.
Client Service Enhancement
Design approaches to ensure LASP’s services are accessible and widely recognized, including expansion through satellite offices, mobile clinics, and technology-enabled solutions. Develop operational models and training protocols that LASP can implement and manage without external support.
Integrated Resource Development Roadmap
Provide a phased roadmap integrating fundraising, communications, and pro bono initiatives aligned with LASP’s strategic goals. Include detailed timelines, staffing recommendations, and measurable outcomes, together with training materials and process documentation to enable autonomous implementation by LASP.
Fundraising Strategy Development
Recommend infrastructure, staffing models, and tools necessary for LASP to sustain and expand its fundraising efforts independently.
Communications Audit and Plan
Perform a review of LASP’s internal and external communications. Propose strategies to increase visibility, enhance multilingual outreach, and strengthen messaging across digital and traditional platforms. Supply protocols and training materials for LASP to continuously manage and adapt communications efforts in-house.
Pro Bono Program Assessment
Evaluate current pro bono engagement practices, volunteer recruitment, and retention strategies. Recommend scalable enhancements and operational models, along with onboarding and training frameworks that LASP can adopt to increase participation and align volunteer efforts with critical legal service priorities.
Monitoring, Evaluation, and Plan Implementation
Develop mechanisms for LASP to conduct regular reviews and adjust strategic priorities as needed. Deliver a phased implementation roadmap outlining timelines, resource needs, and sustainability strategies, accompanied by documentation that ensures LASP’s independent management of the plan post-consultancy.
Written Strategic Plan
Prepare a Board-adopted long-term strategic plan with measurable goals, KPIs, and clear action steps. Provide detailed recommendations for infrastructure improvements addressing critical community needs.
Include comprehensive training materials and change management strategies designed to ensure the strategic plan’s sustainability and LASP’s capacity to independently implement and evolve the recommendations after consultant engagement concludes.
