About LASP

Legal Aid of Southeastern Pennsylvania (LASP) provides free, high-quality civil legal services to low-income and vulnerable populations within Bucks, Chester, Delaware, and Montgomery Counties. LASP’s mission is to empower individuals to resolve legal problems without representation through education and to address systemic issues perpetuating poverty. LASP serves thousands annually, emphasizing equitable access and culturally responsive service innovations.

Purpose and Scope of Intake Assessment Project 

LASP received a Technology Improvement Project (TIP) grant from the Legal Services Corporation (LSC) for this project and seeks a qualified consultant to conduct a comprehensive assessment of its current client intake system. This project will analyze intake workflows, technology systems, client access points, and service delivery processes to identify inefficiencies and barriers. The evaluation will focus on wait times, call handling, multilingual access, technology integration (including AI opportunities), and client experience enhancements. The goal is to develop actionable recommendations that improve accessibility, efficiency, and equity in the intake process.

Project Goals

  • Map and analyze existing intake workflows and technology infrastructure.

  • Identify key challenges including wait times, disconnected calls, and language barriers.

  • Evaluate options to integrate client portal solutions and AI tools.

  • Propose streamlined pre-screening and data collection procedures.

  • Deliver a detailed report with prioritized recommendations and implementation strategies.

Expected Deliverables 

  • Comprehensive intake system workflow analysis.

  • Technology and process assessment report.

  • Recommendations for client access improvements including language services.

  • Client experience and staff workflow enhancement plan.

  • Suggested technology upgrades including AI and portal integration.

  • Final presentation and written report summarizing findings with implementation roadmap.

Proposal Requirements

Proposals must include the following sections:

  • Executive Summary

  • Consultant(s) Profile (including relevant experience with intake systems and legal aid organizations)

  • Approach and Methodology (detailing how the assessment will be conducted, including stakeholder engagement)

  • Stakeholder Engagement Plan (including clients, staff, and community partners)

  • Project Timeline and Milestones (with an expected completion date of September 1, 2026)

  • Team and Staffing Plan

  • Budget and Cost Proposal (detailed breakdown by task and deliverables)

  • Relevant Case Studies or References

  • Assumptions, Dependencies, or Needs from LASP

  • Appendices (optional)

  • Proposals should not exceed 10 pages in length, excluding appendices such as résumés, case studies, references, and other supplemental materials.

The total available budget for this project is $35,000.

Evaluation Criteria

  • Clarity and feasibility of the approach and methodology

  • Demonstrated experience with similar intake assessments and legal or social service organizations

  • Qualifications and expertise of the team

  • Cost effectiveness and transparency of pricing

  • Quality and specificity of references and case studies

  • Completeness and professionalism of the proposal

  • All proposal preparation costs are the responsibility of the proposer.

  • LASP may contract with multiple vendors or request presentations or interviews.

  • Proposals become property of LASP upon submission.
