MEDIA - Dawn T. Williams joined LASP March 23, 2026 as VOCA and Media Office Managing Attorney. She is based in the Media Office and supervises LASP's domestic violence work in Bucks, Chester, Delaware and Montgomery counties. She most recently served at Community Legal Services of Philadelphia (CLS) as Managing Attorney for Intake and the North Philadelphia Law Center from 2019-2025. She led a multidisciplinary team providing legal intake for more than 13,000 individuals annually. She developed and implemented systemwide improvements, including launching a multi-issue legal hotline and expanding language access to serve additional limited English proficiency communities. She joined CLS in 2018 as Senior Staff Attorney, leading outreach initiatives on mortgage foreclosure and tax sheriff sales and representing clients in efforts to prevent displacement and reduce tax burdens.

Prior roles included principal of Williams Law Group, a private practice in Pittsburgh, representing clients in mortgage foreclosure, consumer law, and employment discrimination matters from 2011-18. As Director of Housing at the Urban League of Greater Pittsburgh from 2005-10, she created and led a foreclosure counseling and legal services program, wrote successful grant applications to increase the departmental budget by $1.6 million, and saved 50 homeowners' homes. She was the first Supervising Attorney for the current Save Your Homes Philly Hotline (formerly the Don’t Borrow Trouble Hotline) for Philadelphia Legal Assistance (PLA) in 1998-2005. She created all hotline processes and procured a $100,000 funding increase for the hotline. She also was Supervising Attorney in the Consumer Bankruptcy Assistance Project (CBAP) from 2000-2005.

In addition to her legal work, Dawn also was a legal writing professor at Duquesne University. She earned her J.D. from DePaul University and holds a B.A. in English (Honors) and a B.S. in education from Pennsylvania State University. She is licensed to practice in PA, is fluent in Spanish, and is a certified arbitrator and mediator.
